This is a scam and very typical. NEVER send money special person who has never met in person and says they are in Africa. If this person was an American, if they had enough money to travel to Africa, then who can pay a hospital bill of $ 250. And if you can not contact the U.S. Embassy and arrangements for an emergency loan to pay when they return to the U.S.. No surgeon would never contact anyone but your immediate family. And surgeons have nothing to do with the check - that would be an administrative office in touch with the patient after receiving surgery.
